A Christchurch plumber’s guide to what should be included in a quote or charge-out rate, and what often isn’t

If you have ever rung two Christchurch plumbers for the same job and had one quote come back noticeably higher than the other, you are not imagining it, and it does not automatically mean one of them is overcharging. Different businesses structure their pricing differently, bundle different things into the first hour, and charge separately for different extras. This guide breaks down what a fair plumbing charge actually looks like, so you can compare quoted work or charge-out rates properly rather than just picking the smallest number on the page.

Not every job needs a formal, written quote. Sometimes you just need a plumber for a straightforward job and simply want to know our charge-out rate, the hourly or first-hour rate we charge, before you book. This guide covers both, what should sit inside a quoted price for a bigger job, and what our charge-out rate actually covers if you just need someone out to the house.

Why two quotes for the same job can look so different

Most of the confusion comes down to structure rather than dishonesty. One company might quote a lower hourly rate but add a separate call out fee. Another might quote a higher first-hour rate that already includes travel. A third might not mention parts, compliance certificates or after-hours loading until the invoice arrives. None of this is necessarily wrong, but it makes two quotes genuinely hard to compare unless you know what to look for.

What a base rate should include

A proper base rate is the labour charge for the first hour of work. At a minimum, it should include the tradesperson’s time on site, plus the travel time to and from the job, since a labour rate covers the whole visit, not just the minutes spent standing in front of the problem. Many Christchurch plumbers, us included, also fold the vehicle or call out fee into that first hour, so you are quoted one clear number rather than a labour rate plus a separate call out charge that gets added afterwards.

It is worth asking directly: does your first-hour rate include the call out or vehicle fee, or is that charged separately? The answer changes what you are actually comparing. A company quoting a lower headline hourly rate but charging travel on top can easily end up costing more for the same job than a company with a higher, all-inclusive first-hour rate.

Almost every plumbing business in New Zealand charges a minimum of one hour per visit, even for a ten-minute fix, because the tradesperson has committed the travel time and the visit regardless of how quick the job turns out to be. That is standard, not a sign of a poor quote.

Travel and call out charges, explained properly

Travel is usually where the biggest unexplained difference between two quotes hides. A plumber based close to your property has less travel time to charge for than one coming from across the city, which is one reason a genuinely local Christchurch business can sometimes quote more competitively than a company based further out.

Most Christchurch plumbers, including us, charge normally within the immediate city area and add a travel charge for jobs further out into wider Canterbury. If your property sits outside the immediate city boundary, it is worth asking upfront whether a travel charge applies and roughly what it looks like, rather than finding out on the invoice.

What is usually charged on top of labour

Parts and materials

Labour and parts are almost always separate line items. Replacement fixtures such as taps, toilets, hot water cylinders or valves are charged in addition to the time spent fitting them. If a quote looks unusually low, check whether parts have actually been included or whether they are about to be added afterwards.

Compliance certificates

Any gas work requires a Gas Safety Certificate on completion, and some jobs also need a Gas Certificate of Compliance, covered in more detail in our homeowner’s guide to gas safety. Some companies charge this as a separate line once the job is finished. Because a Gas Safety Certificate is required on virtually every gas job, we build it into our gasfitting first-hour rate rather than adding it afterwards, so it is never a surprise on the invoice. It is still worth asking any plumber directly whether their gas rate includes the certificate, since practice varies between companies.

After hours and public holiday premiums

Evening, weekend and public holiday work costs more everywhere, and for good reason. Staff working a public holiday are legally entitled to a day in lieu under the Holidays Act, and that cost has to sit somewhere, which is why after-hours callouts carry a higher one-off minimum charge and a higher hourly rate than standard daytime work. If your job genuinely cannot wait, expect this premium. If it can wait until standard hours, it is worth asking whether it needs to be booked as an emergency at all.

Five questions that make any quote easy to compare

Ask these of any plumber and you will be able to compare two quotes properly rather than guessing.

1. Does the first-hour rate include the call out or vehicle fee?
2. Is there a minimum charge per visit, and how is time billed after that first hour?
3. Will parts and materials be quoted separately or estimated upfront?
4. Does the job need a compliance certificate, and is that included in the number you have been given?
5. If the work happens after hours or on a public holiday, what is the actual rate difference?

A worked example, reading a Whitehead quote line by line

To make this concrete, here is how our own rates break down, current as at January 2026 and always worth confirming directly with our office before you book, since rates can change.

Our plumbing or drainlaying rate is $158 plus GST for the first hour, which includes the vehicle fee, then $110 plus GST per hour after that, billed in 15-minute increments. Gasfitting is $205 plus GST for the first hour, which includes the vehicle fee and the required Gas Safety Certificate, then $117 plus GST per hour after that. An apprentice, working under supervision, is charged at between $65 and $75 plus GST per hour. After-hours work carries a $280 plus GST first-hour minimum, then $165 plus GST per hour, and public holiday work is $650 plus GST for the first hour, then $220 plus GST per hour, which reflects the day-in-lieu cost required under the Holidays Act 2003.

Notice what that structure tells you. The call out fee is already inside the first-hour number, and so is the required Gas Safety Certificate for gasfitting work. Parts are separate. And the after-hours premium is transparent rather than buried. That is the standard to hold any quote to, ours included. A plumbing bill rarely arrives at a convenient time, and it is fair to want some flexibility on how you pay it rather than putting off a job that needs doing. Frequently asked questions

Why did two Christchurch plumbers quote me completely different prices for the same job? Usually because of how the quote is structured rather than because one is dishonest. Check whether the call out fee is included in the hourly rate, whether parts are quoted separately, and whether any after-hours premium applies. Comparing those five things properly usually explains most of the gap.

Should a plumbing quote include the call out fee? It should at least tell you clearly whether the fee is included in the first-hour rate or charged separately. Ours is included in the first hour.

Are parts and materials included in a plumber’s hourly rate? No. Labour and parts are almost always separate, so a quote that looks low may simply not yet include the cost of the taps, cylinder or valve being fitted.

Do I need to pay extra for a gas compliance certificate? Not with us.
